Replaces the R4 binding to the RadLex Playbook website (http://www.rsna.org/RadLex_Playbook.aspx), which is not a FHIR ValueSet. Binding is extensible (same strength as R4) so PACS may send additional SNOMED, LOINC, or RadLex codes.
