Used as the legal signer of record for proxy consent (roadmap D10d): Consent.performer and Signature.who reference this resource, not Patient.contact (a backbone element with no independent identity).

Identifier rules for eSign:

• Prefer identifier[esignTxn] for the ESP transaction / masked signer reference returned by Aadhaar eSign.
• identifier[abha] may be recorded when the attendant has an ABHA.
• Never store an Aadhaar number on this resource (UIDAI prohibition).
